INDIANAPOLIS — A second man has been arrested in connection with the fatal shooting of 26-year-old Frederick Martin on the city’s east side last November.

The shooting occurred around 8:30 p.m. on Nov. 8, 2024, in the 1500 block of North Arlington Avenue, just south of East 16th Street. When officers arrived at the scene, they found Martin in a parking lot with gunshot wounds. Medics pronounced him dead at the scene.

Rhoades’ initial court hearing is scheduled for Tuesday, June 24.

Police previously arrested 18-year-old Stanley Proctor, who turned himself in on Feb. 24, 2025. He also faces a murder charge and is due in court for a pretrial conference on the same day, June 24.
