As the clock ticks toward a critical Sunday deadline, Alex Noriega, owner of Natural Buds in Fort Worth, says his livelihood—and his health—are hanging in the balance. A proposed statewide ban on hemp-derived THC products under Senate Bill 3 could shutter his business just nine months after opening.

Noriega, who sold his family home to fund the shop, says 90% of his inventory contains THC and would be banned under the bill, which targets Delta-8, Delta-9, and THC-infused beverages. The bill would still allow non-intoxicating cannabinoids like CBD, but for Noriega, that’s not enough to stay open.

“Eliminating THC would put us completely out of business,” he said. “I sold the family house to open this place, so everything’s on the line.”

For Noriega, this isn’t just about business—it’s personal. He uses THC to manage epileptic seizures and says it’s changed his life.

“It used to be where I would have seizures on a weekly basis. Now I only have them every three to four months,” he shared.

Customers Prefer Regulated Options

Shoppers like Devonrick Jefferson say banning these products would drive people toward unregulated and unsafe sources.

“I feel safe coming to the THC stores versus buying on the street,” Jefferson said. “Here, it feels regulated. I know what I’m putting in my body.”

A Blow to Texas’ Hemp Industry?

Critics warn that Senate Bill 3 could deliver a crushing blow to Texas’ booming hemp market. Business groups estimate it could eliminate $4.3 billion in annual revenue and 53,000 jobs across the state.

Abbott Remains Silent

Governor Greg Abbott has yet to publicly take a stance. If he signs the bill, it becomes law. If he vetoes, the industry gets a reprieve. But if he does nothing, the bill will automatically become law this Sunday, June 22.

“As Sunday approaches… I’ve been getting less sleep every night,” Noriega admitted.

Now, as small business owners, medical users, and advocates wait for the governor’s decision, the future of hemp-derived THC in Texas remains uncertain—and time is running out.
