Gov. Kathy Hochul has unveiled a new initiative aimed at weaving creativity into the fabric of state government through the State of the Arts Fellowship, a year-long, $60,000 residency program managed by the New York State Council on the Arts (NYSCA).

Launching in fall 2025, the pilot program will place selected artists in three state agencies to collaborate on public-facing projects that promote innovation, accessibility, and engagement.

The Growing Case for Rate Cuts, Health Care Cuts Overblown, and Other Hot Takes

Fellowship Placements:

  • Office of General Services (OGS): Artists will help reimagine Empire State Plaza in Albany through creative revitalization efforts.

  • Office of Mental Health (OMH): Fellows will work to reduce stigma around mental health and boost service awareness in both urban and rural areas.

  • Office of Victim Services (OVS): Artists will focus on improving outreach to underserved communities and increasing access to victim compensation in Brooklyn or Albany.

Hochul praised the program, saying,

“New York State artists inspire audiences worldwide with their artistry and innovation and are one of our most important resources.”

Erika Mallin, NYSCA Executive Director, added that the agency sees artists as “changemakers, bridge builders, and leaders” who can help government better serve diverse communities.

Fellowship Details:

  • Stipend: $60,000 per artist, covering both living and project expenses.

  • Who Can Apply: Artists from all fields — visual arts, performance, literature, film, and more — are welcome.

  • Deadline: Applications are open now and must be submitted by July 8, 2025, at 5 p.m.
